"Tickling is the act of touching a part of the body so as to cause involuntary laughter or twitching movements."

I found a site that says they are. The author makes reference to cats being ticklish when being brushed. Here's the quote; "Grooming your cat not only reduces sheeding and makes her look great, it is a great way to bond. Start with a soft-bristled brush. Later try a slicker or rubber curry brush, but some cats are ticklish and object to some types of brushes. "

So I would say cats can be ticklish as far as the twitching. My cats have areas on their backs that, when scratched just right, make them twitch.

I like the feel of the inside of their paws and if i tickle too much my cats paw just gently closes round my finger
so im sure it tickles him

I don't think so. I tried many times to tickle my cats and ended up with no results.
