Betty, my brother in law moved to Canada also, he was living in Mexico City.....He went to the Canadian embassy in D.F and got all the paper work and info....Filed his papers and the whole process took about 1 year.....Good luck and Canada is a great alternative to US.....The immigration laws a little more lax over there than here....

Make sure your passport is up to date. A new passport will be anywhere from $60-250. Theres really not much to it.
It would help to speak french, as well as english
