I would question it being the voice of God. God speaks to us through His word, circumstances surrounding us and intuitively in our spirit, like an unction or gut feeling. If your hearing an audible voice in your head it is probably a long way away from being the actual voice of God. The Bible tells us to test all things according to scripture. That would be a good thing to do. Remember God will not go against His own nature and is not out to lead you to Hale Bob okay?

Maybe God spoke to tell that person He was sorry for a deed that had been done or for a feeling that was being felt or the tragedy of a situation.
