MS Word is the standard, but if you don't have it, you can open most .doc files with WordPad, which is found by clicking Start, Programs, Accessories, WordPad. There are dozens of other word processing programs out there that can open it as well, but some of the formating may be lost if it was created with a program different than the one you used to open it.

It's a very common extension for any text document with formatting (fonts, justification, etc). Wordpad and Word use it. Many others do I'm sure.
