My 7 year old loves playing on kaboose. They have some great educational games. The best part, is that he doesn't even knowing he's learning while he's playing!!
They have a section called FunSchool Games for preschoolers and kindergardeners on up to 6th grade. They have a section called Zeeks Games for older ones, I think. Then they have arcade games, sports and all other kinds of themes. They are great fun!

This one was rated highest by an educational coalition:

Don't forget the most important thing is to shelter the young ones from advertising and marketing so pick a non-commercial one.
You don't him marketed to so he wants to eat greasy food or feel inferior if he doesn't have the latest gadget

Yahooligans is a great one.
Are there any channels or shows your kids love? Like if they like nickelodeon, you can put them on nick.com or nickjr.com. These are good because the kids can "interact" w/ their favorite characters.
Disney.com is another good one.
4kidstv.com
Hope these help, and good luck! :)
