If you send it directly to Kuwait yes, consult with the post office.

If you send it to an APO address in Kuwait then NO.

Military mail APO is always $.39 as government delivers from certain places - San Francisco, New York & etc.
If you are mailing someone who lives there not in military check the usps website for estimate by weight.

mil wife is right, if you have somone serving with an apo/fpo then no it only costs as far as NY, the military delivers free to their base in kuwait.

If it is just to someone in kuwait that is not service, then yes you will have to find that price out from the p.o..

Yes. The 39 cent rate is for domestic mail. International mail is always more.
