I'm buying my dad some expensive foreign beer he likes for christmas, and I was looking for the same answer. What I found is that it is against their rules and the rules of all the large shipping companies, but they won't do anything about it. However, if you do get caught multiple times, they may fine you. My suggestion- pack it well.

different states have different laws {regulations} on shipping and receiving liquor / wine in the US mail. Example: Oklahoma bands shipping or receiving wine via US mail!

NO. Illegal to ship liqour anywhere by US Postal Service. Try UPS or Fed Ex but even then they don't like to ship it but it is not illegal to SHIP as to state regulations it is a patchwork of conflicting laws.
What you tell them is in the box is up to you.Just wrap it well.Another alternative is to order it online to be delivered to that person. Then it is the stores problem, not yours.

It has been done. Just pack it right and mark on it "glass do not drop".
