Your child sounds like he'll do well with the sailing, perhaps a toy or blankie he's deemed his favorite. You haven't elaborated on the distance of the cruise or the time that would be spent on board, bring him a book about sea life, a cruise adventure, some different types of sea critters, etc... maybe some coloring/craft activities that will allow him to contrast his experience aboard the ship. Toddlers are very curious, give him/her something he/she can do hands on, since most of his/her lil trip will be hands off.
Sorry, I see now that the time which will be spent aboard is listed, I think anything with crafts thats gives him a hands on experience would both, keep him busy, and give him a memorable/educational experience, since children learn best through playing. A life jacket that fits him, a first aid kit, and a few toys for him to play with. Other then that just things he will need clothes, if he still in diapers then diapers and wipes, food, and a good Ideal for some medicine in cause he gets a rash or starts to cut teeth.
You dont want to bring too much stuff for the "Just in case" factor. The number one thing is for the life jacket that fits him.

i dont have the experience bringing my children on a bay by a boat. But safety comes first when its child or children are concerned. Dont forget to bring a life jacket ok.

the child must wear a life jacket at all times and sunscreen.
I would suggest snack food and drinks, as well as some toys incase the child needs to be in the cabin for any extended period of time.

Sunblock, the baby is to WEAR the life vest the entire time on the boat, any toys the baby enjoys playing with will suffice, also diapers, diaper rash cream, baby oil/lotion/powder bibs the usual baby fare.

A very comfortable life jacket.
Sun tan lotion, hat, sunglasses, lots of snacks, lots of liquid to drink. Toy to play with below deck.
