If all you wish to do is increase the amount of time eating a meal, then chew your food more such as the 30-50 times suggested by another. Put your fork down in between bites. Try eating with someone. Make it a dining experience. Eat foods that you enjoy. Talking with a friend or family member over dinner will slow you down, especially if you are enjoying the experience. If it is a weight loss issue, then a modified version of these plans should be implemented in a association with exercise. Remember that all the word diet means is "what you eat". Dogs and fish all have diets though I know of no fish trying to lose weight. The last thing to remember is that it takes practice. Some say that practice makes perfect. A more accurate saying is that practice tends to make permanent. Only perfect practice makes perfect. If you practice something wrong, then you will do it wrong at the critical hour. Work at practicing the eating habits you desire. Then continue to practice them.

Make yourself chew each mouthful 30-50 times. Yeah 50 times. The doctor's website that I am about to see recommends 50 times for each mouthful. This helps your stomach better digest the food to get the most out of the nutrients, and also help you feel full on less food.

Try eating more fiber foods such as raw vegetables or hard to chew foods such as meats etc, and remind yourself to chew completely before swallowing.
Try eating with a friend who is exact opposite of you and time yourself. Eat at the pace that he/she is eating. Doing this for several days might break your habit.

drink between mouth fulls. set a fixed time for a meal, and do not leave the table, until the time has passed. eat food which requires more chewing, or more thought, like sandwiches. just imagine, that the rest of us think your acting in a very unlady like way, i wouldnt date a girl who ate like a pig..
