My friend and I can't agree with which administration signed our January pay raises into effect. Does anyone know for sure? I would love to see some documentation. Thanks!

Congress of the United States. If I was president you would get a 25% pay raise, to include all veterans, retirees, and disabled.

It amazes me at the near complete lack of knowledge people have on how their own government is designated to work.
Both houses of congress are allowed tor review and comment on the bill written by the President. The various parties the bill go into separate sub committees to to go after their pork barrel. The OMB actually writes most of the budget as if is not zero based and far to comple for 1 person to witre.
But at the end of the day...and has been for over 200 years, the President of the United States signs every bill that makes it into law...including military pay raises. It is not Congress which makes the laws,it's not the Supreme Court which adjudicates the laws but the President being the Executive branch enforces the laws by the authority of his ignature granted by thenstitution.
Any as to which pesident signed the current approprpiations bill...since this is GW Bush's second term that should be pretty easy to figure, and it was nor Bill Clinton because the budgets are due annually.
Come on, this is 6th grade US History stuff. Next week we'll discuss pocket vetoes.
By the way, the article you quote was dated Oct 5th, 2000..a far cry from the most recent pay raise signed in 2005 by the Bush administration.

, Congress passes the Fiscal Year Military Authorization Act, and sends it to the President to sign into law.
so it depends on who is in office. that is who originates it I guess.
The different branches do ask for certain amounts of money though.

Gore could probably have observed with the aid of on the journey of the Clinton years, and 9/11 could have been prevented.
