i always though between 10 am to 2pm...I'm sure that sumer time the warmest season would be the best

The suns rays are at their hottest or can cause the most damage because of UV index between 10 a.m. and 1 p.m. If you have no choice to do this during these hours limit your first attempt to 15 mins on each side and gradually build up. Use a good sunscreen. Living in florida i have seen effects of too much sun, there are women in their 40' s that have a wonderfull tan and look like prunes. So , please be carefull and don't be obssesed with a dark tan.

The sun is hottest between 11 and 2 pm. I usually avoid that time and would hit the beach after 2 pm. You get a nice tan, can enjoy the day and not burn. Still wear lots of sunscreen until you have a good base, then just enough to protect you from burning. Kids need a much stronger sunscreen factor however.

Depends where you are. In countries like Spain for instance, they recommend you sunbathe either in the morning before noon, or after 5'30pm. you have to be careful, sun is very harmful

during the spring do it at noon and then in the summer do it at around 11:00 or 3:00

The ultraviolet rays are most potent between the hours of 10AM and 4PM. Between NOON and 1PM they are the most intense. This will likely be true most parts of the world and at all times of the year.
