Yeah still send a thank you to them. Say "Thank you for thinking of us on our wedding day". It's about as impersonal as the card right?

I would send a thank you card. Just write something like...Thank you for helping us make our wedding day special.
Remember not everyone can afford to give gifts or money. And maybe they just forgot to put the money in.

No, you don't thank you notes to people for simple communication. Nor do you send thank you notes for simply attending your wedding.
You send thank you notes for gifts, or for generous deeds and kindnesses (family volunteering to drive wedding party around, friends doing your flowers for you, etc).

Well, you definitely wouldn't thank them for the monetary gift!
Simply thank them for the wedding card. If you want to be a smarty, you could write,"Thank you for the wedding," and sorta forget to write card,as they sorta forgot the money!
