If you are in the USA and as long as it is not interchangable with other barrels (like a Thompson Center Encore) so that it can shoot a cartridge, it is NOT considered by the BATF as a firearm. Since your father built it, this is almost certainly the case. I have no idea how other countries (or states for that matter, unless you're out east or in Illinois I wouldn't worry about it though)do it, but I can tell you there are no fedel regulations against your shipping or personally transporting a muzzleloader that can only be fired by loading it though the muzzle. You might want to have it in a box or case though, some states do require that.

If you are going to see her soon, you can transport it in a gun case with the gun rendered inaccessible to immediate use. Disassemble the firearm, and keep the action in an open position. Keep this in your trunk. If you are also bringing ammunition, keep it in a separate compartment of your car.

You will have to find a licensed gun dealer near you and another near here. They can ship firearms. but you cannot send that through the mail or ups or fed ex. It may be simplier to just hold onto the gun until you go to visit her or she comes to visit you...Then you can just take it with you. If youre driving just put it the trunk of the vehicle, or out of the passenger compartment. If youre flying then you have to check it, it must be in a locked, hardsided case and you have to take it inside to check it, you cannot check it curbside. I would insure it against theft though just in case...

You get an FFL where the gun is (Federal Firearms Dealer) to ship it to an FFL where she is. Your sister will need to call the local gun dealers to find someone who is willing to have it shipped to them. They send a copy of their license to the FFL where the gun is located for validation, and it gets shipped out.
Usually, the dealer at each end gets $25 for his aggrevation, and you pay the actual shipping costs. We do this all the time, the dealers are used to it.

Unless her location has local restrictions muzzleloaders are not generally restricted.Muzzleloaders are not considered firearms unless loaded in most states and can be shipped via usps,ups or any common carrier directly to an individual,going through an ffl dealer is not necessary.

You can transport it UPS. Laws vary from state to state, but if you disassemble the weapon and ship the firing mechanism seperately from the body of the gun, you should be fine in every state. A gun with no firing mechanism is not considered a firearm.

You need to find a FFL or Federal Firearms Licensed dealer in your area. Preferably a gun dealer. They can ship it for you. But it will have to be to a FFL in your sisters area. Then she will have to pick it up there.
