You can't save a file to a CD. You have to save it to the hard-drive and then you can use a program like Nero or EasyCD to burn the file(s) to CD.

im probally not the 1st person to say this,but you are parachutuing without a parachute by using windows 98 now due to the lack of microsoft support(updates ect)
first you cannot download files direct to cd(not even in xp or vista),this would take too much memory ,you can burn the downloaded files to disc using a 3rd party software such as nero or roxio.
with regards to your cd-rw go to system properties(right click>my computer)and hardware manager>then expand the cd-rom entry and note down the name of your cd-rom
then go to the cd-roms makers website and download the appropriate firmware for your cd drive,this will fix any 98 problems accosiated with your drive
98 is still a good system but the security is flawed without support so you are more suseptible to spyware and viruses,and a xp upgrade would only be £69 from http://www.dabs.com/ProductView.aspx?Quicklinx=44RX&CategorySelectedId=11168&NavigationKey=11168,12&InMerch=1

do the following might be help:
1- check the the CD you are using might be DVD by mistake DVD/CDW dosn't support DVD writing.
2- use an updated copy of a copy software like nero, or any other available to you after downloading the soft ware then set up the setting for the software i.e. choose your driver or copy speed, check the file resource and the distention.... etc
3- try to change the blank CD might be faulty
4- if the problem the same maybe you have maintain the driver

First of all, make sure you have all of your drivers updated. Windows 98 SE does not have CD Writing capabilities like Windows XP does, therefore, you need to purchase a program, such as NERO, that will burn the files to the CD.

Buy a rewritable cd/dvd format it with nero in cd leave the disk in the drive you can then drag and drop copy and paste to the disk like you do a floppy you can copy the disk when full to a write once disk then delete the files from the formated disk and reuse this is the most economical way to do it

Windows 98 does not have built in CD writing support. You need to install an application such as Nero to write to a CD.

try to get a new cd blank and try to use a lens cleaner i once tryed it my computer started saying that my blank cd is full then i put the lens cleaner cd and worked and if it didnt work try to do what the abovee answers said goood luck
