Yes, it is vandalism and is totally illegal, but people can be so lazy. Apparently walking a few feet to a trash can is a little hard. In our state, there is a $500 fine for littering. I can tell you, though, as bad as it is now, it used to be much worse. The littering fines have helped. Also, the signs for Adopt-a-highway (where an organization comes out and picks up the trash) have helped, too, I think. People are less likely to throw something out the window of a car if they realize that someone has to pick up after them.

I tihink it's Singapore where you can be jailed for chewing gum in public. Your view is too extreme. Vandalism requires spending money, time and effort to correct, and often is not correctable at all but requires replacement. Graffitti with spray paint, breaking windows with rocks are vandalism.

Throwing rubbish on the street isn't vandalism because the person could pick up the rubbish easily and fix the problem.

I do think that littering the streets should carry both a fine and 24 hours of community service picking uo trash off the streets.

It's an ecological crime.
BTW, i never met a smoker who did NOT throw it's cigarette stumps in the environment. All the (8000 different, many are toxic) chemical molecules end up in the water supplies and food chains.
I think you should go to jail for littering, it's the only way to weed this crime out.

I think that throwing litter on the streets and sidewalks, etc. brings bad luck. Picking up litter brings good luck. Proof: Those who are lazy and inconsiderate and slovernly always find more than their fair share of bad luck. Bad luck finds them.
