Every year millions of rupees are spent to celebrate transparancy day.In spite of all this the scandals in crores are taking place as well as there seems to be corruption in each and every department.

Our systems are largely transparent. If they weren't then you wouldn't hear about scandals, everything would be covered up. The problem in the US isn't that our government isn't transparent, it's that the average people don't care enough to check up on the government. That's why spending and such were allowed to get so out of control.
It is the responsibility of the average man to take advantage of the rights given to us to keep the government in check.
