Yes, of course it is. Obviously, if you're fantasizing about two people having sex, one of them will be a guy. It is difficult to imagine yourself having sex, simply because you don't have an accurate or complete picture of yourself to put into your fantasy, so most guys watch pornography or just imagine a hot woman having sex with some guy. I guess the problem might arise if you focus more on the guy than the girl, but so what anyway, it's just a fantasy, and it's your fantasy.

I think everyone does briefly at some stage but typically you settle very quickly to your preferred orientation.
If you have been fantasizing both ways for a long time (years) then you probably are bi. Not sure whether you were to start out or whether the dreams made you that way.
