It has a couple of meanings, although the one most commonly ascribed to it these days is Laugh Out Loud.
It is still (rarely) used to mean Lots Of Love.
It is used far too frequently and out of context to have any real meaning most of the time!

Usually means laugh (or laughing) out loud. Its an example of internet slang which is used to convey meanings which aren't always clear in the written text. Sometimes text alone doesn't convey nuances such as humour or sarcasm which would be apparent if you were talking face to face and could see the speakers facial expression and body language or hear the inflexions in the voice. There are many internet sites explaining these abbreviations - just Google internet slang.

As correctly pointed out earlier 'Laughing out loud' - means someone thinks its funny (usually they are responding to an earlier comment or question)
