The first answer, while the theoretical minimum length, omits a necessary constant, the tachometer's gain (volts/angular rate). The tach input is assumed to be shaft position. Thus it differentiates shaft position to angular rate and multiplies it by the gain, so the Laplace transform of its transfer function is k * s.
