She could have something stuck in her throat - a bone, a piece of stick or a piece of a toy - I would take her to the vet as an emergency as this can be very painful and distressing for the dog and also potentially fatal.
I once found my Jack Russell lying on the grass outside, panting and trembling. I opened her mouth and she had a piece of wood wedged in the roof of her mouth! I have no idea how it got there (she was probably playing with it) but I'm so glad I managed to spot it and get it out as it was distressing her a lot and could have made her choke.

I saw an interesting story recently on TV about dog owners throwing sticks for dogs to retrieve. It seems it happens very often that dogs prick the inside of their mouth/throat with sticks which can lead to serious infection and death. The point I am trying to make is something small can turn serious very quickly with your dog and its better to be safe than sorry. Take your dog to the vet

Is she doing a lot of strange-sounding coughing? If so, she might have Kennel Cough--get her to the Vet immediately.
If she is just gagging, try checking the roof of her mouth. I know that sounds strange, but my guy was hacking and gagging and had a round bone wedged between his upper teeth and the roof of his mouth! I couldn't believe it--lol!!!

She actually could just have a bit of a dry cough like us People get from time to time. I'd try just offering her some water. If the problem persists and you think it's something more serious I'd suggest getting her into the Vet.

She might have something caught in her throat or something bothering her tonsels. My dog litterally hacked up a real hair ball from an old furry doll I had. I think my dog is going to vomit when he has the hiccups. I hope I have gave you the answer you needed
-see you on the flip side

my dog does that a lot too, she kinda hacks up a little bit (sounds like spit coming up) and she swallows it with her mouth open. I think it's a little hair stuck in the back of her throat, so maybe after your dog's groomed itself, it gets a tickly hair stuck in its throat?

get her to the vets a bit sharpish but in the meantime have a check inside her mouth and see no obvious obstructions
