i think the bracelet is a nice idea. any gift shows time and effort. Sounds like he needs some cheering up, and celebrating his birthday with you might just be the way to do it. Could be that he doesnt want to do anything because he doesnt want to deal with a huge group of people he has to put on a brave happy face for, considering his brother is in the hospital. Maybe just taking him to a movie, or to dinner at his favorite restaurant is what he needs. a quiet night with you showing him how much you care and how important having him in your life is. Tell him that you want to spent time with him on his birthday. Just maybe go to a restaurant and have simple dinner, so can greet and give him the bracelet. Then talk a quite walk maybe along the seashore and just chat. Right now he wants someone to listen to him regarding his brother.
