They know that requets are filled by asking, so they understand the concept of cause and effect.
I think two is the age you want to start teaching them what not to do and what to do so they don't drive you nuts with the same issues when they are four.

as long as one understands the difference between discipline and punishment, then I think it is a good start.
At two though, about the only things yu can discipline aboutrt is safety issues.
They may get confused about most other things.
I think you can tell if a little one 'gets it' or not.
I let that be my guide and teach each one acording to their reaction and response.

I've read that in other cultures, Chinese for example, no one bothers trying to discipline a child before age four because they just don't get it before then. Of course I can't imagine not trying to teach a kid what no or hot or don't touch means from day one.

Most should be ready by then; but just remember all kids develop at different stages. It should depend on the individual child.

As long as you are fair about it.
Personally I think it is a little too soon
They are still babies
