Penzey's is a pretty good place to buy spices, and they sell powdered horseradish:

Try powdered Japanese Wasabi, that you can buy at any Asian store. It is very similar to powdered horseradish, only hotter.

you find it in the asian section of the groc store. It's called wasabi and is most popular as a condiment for sushi, yummy sushi. You can, of course, find it at your nearest asian foods store.
