Does anyone know if my fiancee could schedule an appointment at the Embassy in Honduras BEFORE we get approved for the fiancee visa? Right now it takes 84 days to get an appointment and I am hoping to cut down part of our time if I can by scheduling an appointment right now before our papers are approved.

I would suggest you try a visitor visa .And if you can get it bring her here and get married right away this will stop them from making her leave

No, sorry. There has to be an approved petition before the file can go to the Embassy for scheduling and interview.
