You would need to look up exacty what the time frame for scorpio and saggitarius were for the year that you were born. Each year the transition from one sign to the other is sleightly varied.
Most likely, you were born on the cusp.

More than likely. The 22nd and 23rd tend towards cusp dates. All that really means is that you exhibit some elements of both signs.
