Either one
It's usually the man who buys the condoms, why?
Society has made it that way. On television and throughout all media, it's always the guy who takes the initiative.
Some people look at women wrong when they buy an 8 pack of condoms because it looks as if they are going to have sex with 8 different partners. If the guy buys an 8 pack of condoms, it makes it seems as if he'll use the 8 pack on one woman.
The only condoms women will usually buy on their own are female condoms.

I think both can buy them, make sure you always have some around. But traditionally, I think the man should buy them. I think it shows he has a sense of responsibility.

he in basic terms would not decide to placed on condoms because of the fact it feels soooo lots extra helpful to experience a womans physique warmth and fluids at as quickly as on your manhood, and the floor on skin friction.... i might attempt to stand up to too lol

I always have a few but I don't bring them out untill after I ask if he has any. Usually if he doesn't then that's a first strike.
