Make sure the layers are short enough.
Spray with hairspray and tease the top layers.
Also, use mouse while the hair is wet.

I really don't know why you would want your hair to do this??? If you must, Don't wash it for a day and then wet it and apply a root booster. Dry and spray with hair spray. Then use a straightener. You'll have the boost at the roots, the not so clean hair that lays down, and will hold the hairspray and straightening better.

I want to suggest that you try Samy Icing or Samy Skyscraper hair spray. They are both great and are only available at Walgreens.
The Samy Icing runs $14.99 for a 8oz.can but its your hairspray and mousse in one,the Skyscraper runs $7.99.
Go to SamySalon.com for more info.
Good luck

Hair wax will weigh your hair down.. Spray your hair with hairspray and then you need to use a flat iron and back comb (tease)
your hair, smooth it and then use hair spray to to keep it in place.. You need to make sure you get your hair razor cut to push out the layers..

Basically you use plenty of hair wax. Not gel. Not mousse. Wax. Bed head is the best stuff you can get and it takes a bit to get it to work, but if you move it and work it just right you get hairspray to hold it at it's best.

If your hair is wavy, use a staightening iron.
To get that "piecy "look your best bet would be a pomade or hair wax stick

Do you have a roll brush and a hair dryer?
Also, a flat iron might do the trick.
