Both devices perform the same function. They both force air into the combustion chamber at much higher pressure than atmospheric.Basically they're compressors. The supercharge is mechanically driven ,usually by a belt but in days gone by some where drive by a shaft or directly off the crankshaft. The compressor on the turbo charger is driven by another turbine on the same shaft that is placed in the flow of exhaust from the engine.A super charger is usually said to have instant power because it's running at low engine speeds. The turbo has to wait until the exhaust flow is sufficient to get the turbine spinning before it achieves boost. In a turbo charge vehicle this is called 'lag'.However in some types of super charger systems the super charger itself can require10% of the engine power output at higher revs to drive it.Although as both devices have become more efficient and refined those issues are greatly reduced in modern systems.I guess cost can vary depending on the vehicle the system is being fitted to and how much modification is required to fit each system. For example a kit manufactured to fit a particular vehicle would have all the component's necessary to install but if you wanted a custom made system to suit a particular requirement it could be far more expensive.

supercharger goes on top of the intake manifold and is powered by belts from the crankshaft to turn the impeller. turbocharger is hooked to the exhaust and is powered by exhaust pressure to turn the impeller . power depends. most racing cars use superchargers. cost depends also.
