hazard lights are only when something is wrong, use strong headlights like halogene in very poor visibility, and for the one behind you your brake lights are enough.
don't forget to decrease your headlights when another car comes

No, motorists shouldn't on their hazards lights during heavy rain as it's misleading. I saw it quite common for motor Taxi at Singapore. Under Road Traffic Act, failing to give approiate signal light in advance is an offence.

It is good practice to turn on the hazard lights when driving in poor visibility or heavy rain on a straight road. Of course, turn off the hazard lights and signal your intention to turn when you want to filter.

Is a common sense driving, should you on this hazard lights, you should regulate your speed to slow. How can you drive fast with hazard lights on, definitely endanger the others road users. The purposes of this lights are for poor visibility, faulty vehicle, breakdown vehicle and also a warning to others road users on danger ahead. Thus, should you see this, common sense will tell you to slow down your own vehicle.

It is wrong to drive with hazard lights on during poor visiblity or heavy rain. Hazard light should only be on if your car breakdown or you are going to let somebody alight. On raining days or poor visibility, I believe the headlight can be switch to high beam to have a better vision.

In most states it is Illegal to drive with your hazard lights on even in inclement weather. They are for emergency use only (ex: car stalled in the middle of the road). Just use your head lights in bad weather. If the others are driving so fast that they cant see those two big glowing red things they are coming up on before plowing into you, its their fault (Would've done it with hazards on too).

Its good to use flashers when visibility is so poor that no one is able to do anything close to the speed limit. If you are driving 25mph down the interstate, or 15mph on a regular road, the rain is coming down so hard that you should do anything you can to be seen. Driving that slow, your brake lights can be your signal that you are making a turn, just tap them before you start slowing down if someone is close behind.

If the visibility isn't that bad--everyone is driving the speed limit or five under, headlights on is all you need.

Just drive with your hazards on if you are driving with something wrong with the car or if you need to go really really slow because of something OTHER than the weather.
