i have this friend who i've known for 3 years and it seems like one month he's interested in me calls me like everyday and then the next month like i don't hear from him but maybe once a week, he sent me this questionnaire back and said that he missed me and said that he didn't like filling them out and didn't want me to send one back to him and that i was a good friend not just a friend and he says he has a girlfriend but i don't have any proof that he has one, guess what i'm trying to ask is that is it still ok to flirt with him even tho he calls me and flirts with me??

If he says he has a girlfriend, I would say take his word for it. It is, of course, perfectly ok to remain friends.
