No, an AR permit is not valid in IL. You will have to take the IL test.
And you can't legally get an AR permit if you are not a legal resident of AR. A visit does not constitute a change of legal residence.

Arkansas probably won't issue you a permit or license unless you're an Arkansas resident. Getting an Arkansas license and then trying to prove to Illinois that you magically are once again an Illinois resident is going to raise questions.

No. If your state says you must be a certain age to get a driver's license then even if you already have one they follow the same guidelines. If you have to take the class to get a license at 16 they regardless of what state the license is issued in then you will have to take the test to get one issued in your state. Plus, to get a license you have to show proof of residency in that state and you will not have any proof.

All I needed to do to transfer my license was to take the written part and an eye test.

you dont have to retake the class , you just have to show proof that you took it and take a new test for ark. just be sure to study b/c every state varies just a little.
