There is this guy in the front house ,me and my mum live in the back house im 19 and his 29 but his hot and looks young.every time he see`s me he smiles at me and always stares at me,though he is very very shy and never opens up,he keep all his feelings inside.I wrote him a letter saying exactly how i feel how i wana kiss him and be with him and all the rest of it.And he replied saying WOW!! I REALLY DONT KNOW WHAT TO SAY AT THE MOMENT !!, and it stayed at that im not going to ask him again biut by that comment does it seem like he was happy or does it sound like he likes me??? I really dont know how he feels.

It's the age difference. I would think that a 19 yr old would not like me cause I'm 29. If i was him I would be shocked, and he's probably trying to figure out if you really mean it and what would everyone else think if we starting dating. But at the end I would ask you out on a date if I was attracted to you.

First off, 10 years is lot of years apart, that 19-29
i think your coming on to him too strong with such a letter of alll these things you want to do with him, to older guys they think that is immature, I'm 27 myself and i've had chicks your age write me similar letters, we're flattered but really that's quite agressive on your part.
If he likes you he wil probably let you know

obviously he is flatter ......but he is telling you that he does not know at the moment so it means he does not want anything at the moment ...maybe he is not ready or whatever just wait do not push him you open the doors and just wait to see if he will come in

you catch him looking at you, you see him in the same general area as you are a lot, and he blushes and stutters when you ask him a simple question like, "can i borrow a pencil?"
