Good question.
We used to think it can, but years of failure shows negative results. American soldiers are still somewhere in Afghanistan and Iraq, claim to prevail against terrorism. But the recent threat in British flights to US confirm we cannot fight terror with warfare.
Terrorism is a guerillia, you cannot really see your enemy. In an open all out war like in World War II, we see the enemies very clearly. With terrorism, they are watching us from the dark, lurking and waiting for the moment to strike. We, being standing in the light with our state of the art warfares, can't see who is hiding the dark and where. We try hard to get them out from their hiding, so that we can fight a fair fight. It only last for a while, then they go hiding again, like Ninjas.
No, warfare cannot defeat terrorism.

Terrorists are always hiding, they just can't built a simultaneous relationship, as being a faithfully religious actives or being supportive producers of 'some truly use full things',i.e clothes,vehicles, foods and the likes themselves, 'helping while corrupting' are their keywords, nothing much to reckoned with,
as the jihad or crusaders,or whatever and wherever dwellers are, had been the main targets for their bombs.
Warfare would cost a lot of lives, that would be 'paid' by anybody that are Muslim, Christian, Buddhist, Hindus and all to ordinary people. It won't be simple to judge them as being stubborn either.

History has shown that the terrorists do not respond to sanctions, negotiations, appeasement, diplomacy or world opinion - what other recourse do we have?

If the current war is any indication, it just creates more terrorists by giving them more reason to become a terrorist. Changes have to be slow and come from within a society to do any good.
