You should better try http://www.phrasebase.com . It is a much larger comunity, and EVERYTHING is for free.
If you don't find anybody there, try http://www.polyglot-learn-language.com/ or http://www.languagebuddy.com/ or http://www.lingozone.com/ (at least last time I visit these pages, they were for free).

Coffee Break Espanol is a great series of free podcasts you can download on iTunes if you're interested in learning spanish. Also youtube can be a decent resource. I'm sure there are other free podcasts for learning other languages as well if you're interested in learning some other language such as French or Italian.

Yo hablo español, alli conoci a muchos de mis amigos de todo el mundo con quien practico mi ingles y otros idiomas. Si tu quieres puedes pagar una cuota y podras invitar a alguien en especifico, si no solo publica tusdatos y espera que alguiente invite al intercambio.

Soy ingles, vivo en inglaterra... hablo espanol tambien.
Some one else on this website done the same thing by giving out their Personal Messenger address .. then i believe you can have real time chat.
I have not personally tried the personal messenger on this site
