It's really pretty complicated about what can and cannot be disclosed about medical information according to the HIPAA rules. Generally, no information can be released to anyone regarding a patient's medical condition or history, but there are exceptions. You'll have to read the rules, linked in the website below.

One word: HIPAA (Health Insurance Portability and Accountability Act of 1996)
you can not let a patient see their medical chart. you can not see your own medical chart if you work in a hospital. you can not see your friends or family members charts. you can not disclose information about any patient to anyone other than the patient and those directly involved in the patient's care, only if it is pertinent to their treatment. you can not discuss patients outside the hospital, in the lunch room of the hospital, or in the hospital elevator. you can not discuss patients with your spouse or any other member of your family or your friends or anyone else not involved in the patient's care. you can not disclose the patient's status of health to the press. you can not disclose the patient's information to their family members or friends without consent of the patient. if the patient is unconscious, then information will be disclosed only to the parent, guardian, spouse, or next of kin and information will only be disclosed to others if permission of this person is given.

if you were toovisit any big city hospital and enter there cafeteria or even on the outside entrancess you see many manny nursess doctors and if you ketck the ones that smoke on the outside they are just having a ball, discusing who srewed who who is cheating on who who had the tuna sandwich for lunch who is there pain in the ass patients and who, had this that done they al hudle around it and laugh giggle and have a ball, its nothing new if you se listen observe there very conversations etc!! as for the doctors in a private conversations, nursees orderely no they cant openly discuss as wel as the er staff!! but walking up to any big city hospitall especially during the non hour is like a god soap opera what doctor is doing the big bang with with some cute nurse etc!!

That'll explain it to you.
It basically has to do with permission, power of attorney, and the patient doctor relationships.
