the tv was on i was watching "that's so raven" then the water
fell and that's so raven started turning green.

The only thing you can do is wait for the tv to dry out turn it on and hope for the best that the water didn't do any damage.

Absolutely not. Depending on the rooms temperature and humidity wait at least 5 days for the water to fully evaporate inside the television set. If you are in Florida or a region of high humidity wait 5- 7 days to be safe.

You might try using a hair dryer to blow warm air inside the TV to speed up the drying.

No. Leave it off for several days to ensure that all of the water that may have gotten inside has had a chance to fully evaporate.
