Not offened, but I can offer some insight. A number of Black girls actually grows but hair care methods are harsh to their fine hair (despite the tight curls, it is pretty fragile). So the flat irons, blowdryers, alcohol based styling products, contributes to hair breakage. So it appears to not to be growing. For some people, their hair just grows pretty fast. It's genetics. They can fry their hair and bleach it to death, but they can grow it out pretty quickly.

Umm, could it be because in general, black people have thicker, curlier hair?
A thick hair would require more protein than a thin hair for any particular length, and I'm guessing your scalp can only put out so much protein each day.
Curly hair of course always looks shorter than the same length of straight hair, because it's all curled up... and black people have that nappy hair thing, which is REALLY, REALLY curly.
Of course, I'm just guessing, but I recon since my... um... body hair... is thicker and curlier than the hair on my head, and the hair on my head always appears to grow faster, that there may be some truth behind my guess.

I think it's moisture as someone stated before. My hair is near my bra line on my back. I had problems with it before but now I don't. Proper nutrition, vitamans, lots of water. along with a good conditioner....condition condition, condition! I can't stress that enough.

Black hair is very fragile and it breaks easily....therefore it's harder to grow long hair.
Think about Caucasian girls with very very curly hair....same situation.

due to lack of moisture..the other's* hair are naturally moisturized.. ours isn't..we have to add moisture..if you start doing that you'll see a diffrence
