Don't do it... unless you really have a steady hand and a good eye. Why not just pay a few bucks and have it done professionally so you won't have to worry about it?

Here are some tips:
Cut your hair when wet, but cut it long, because your hair "shrinks" when it dries.
Section off the hair you don't want to cut. You can put the other hair in a ponytail or pin it up with bobby pins. But only your bangs should be left loose.
Take one half of your bangs and comb them down with the comb teeth facing out. Start 'point-cutting' or snipping the hair at a 45-degree angle. Work slowly, doing a bit at a time. Never cuts bangs straight across since it's impossible to keep a perfectly straight line.
If you have shaggy, face-framing bangs, skip the scissors & instead use a brand-new, disposable single-blade razor.To razor cut, pull bangs taut with your middle & index fingers. Slide fingers all the way down to end of hair & then razor cut the hair just above your fingers.
Repeat 'point-cutting' on the other half.
If your bangs are too dense, you can add layers. Take a portion of the bangs between 2 fingers, and cut it to your liking.
Remember not to go too short!! That's the worst thing about cutting your own bangs. Be very patient, or you'll be sorry. If in doubt, go to a salon.

There would be no reason to! Go to a cheap cheap cheap salon (like Fantastic Sams, haircuts/shampoo/blow dry are $9.99! Appointments not necessary) and get the oldest looking hair dresser there to do it for you! I say that because most people who work at those kind of salons are young, inexperienced, and just out of beauty school, and usually the older people working there are managers and have been cutting hair for several years. Ask for side-swept bangs. You might even want to print out a picture of the style you want so the hair dresser knows exactly what you are talking about. Don't try to cut it yourself! You could seriously mess it up! It's way easier to go to a cheap walk-in salon! Or if you can afford it, go to a real salon. Your hair will thank you!

Part your hair evenly at the same place on both sides of your head, pull the hair straight up, making sure you have it all pulled up evenly and then cut it from front to back. Make sure you keep the scissors straight or you'll end up with it shorter in the back and longer in the front. It might be wise to have a friend help you.

yeah um part it in the way and side you want then cut it sort of on a slant towards the back of your head
