Unless the person placing the contacts in your eyes is your optometrist I do not suggest allowing someone else to put contacts in your eyes.

No I wouldn't think so, because they cannot feel the pressure on your eyeballs. I am guessing you are just starting out with contacts? If so just keep practising, you'll get better at it quickly.
One tip that helped me, was when you are about to put it on your finger to insert it, dry the tip of your finger a little first. This will mean less moisture on the your finger and the contact will more naturally stick to the moisture in your eyeball. If you finger is very wet, the contact just wants to stay on your finger, which is very frustrating.

No, it's not very safe because people have all kinds of germs on their hands. Even if they was their hands, they still have germs under their nails.
I'm assuming you mean non-prescription contact lenses, because when you get prescriptions, they make sure you know how to put them in before you leave the doctors office. Just take your time and learn to do it yourself. It's not that hard once you get used to it.

yes, it's safe and it is possible as long as they know what they are doing. but you should learn how to do it yourself also. you can't always rely on somebody else. soon you will learn not to blink when your finger or an eyeliner pencil comes close to your eye.
when i first got contacts, my eye doctor made me stay in his office until i successfully put both contacts in BY MYSELF. he didn't care how long it took, as long as i was able to do it. and i did. it took me almost an hour! but, you know the saying: "practice makes perfect!"
now, i don't even need a mirror to put them in. and it takes me less then a minute to put them both in.
