you have to attract them to you. do you have a dvd player? just take some dvds, watch these movies and find out how a woman gets a guy, or watch a soap opera or something and just concentrate on how they act and deal with these situations, write what you find out on a paper, like what are they wearing, how do they act.
just wear something that looks good on you, never go without makeup. if you donot know how to do this, just buy mode journals, like marie-claire, vogue or something and watch for beauty advice, how do celebrties put on make up, or what kind of make up looks good on a person. and so on...
it is time for you to find out what looks best for you.
cause if you look good, that is when the guys get attracted to you and start to make the first move. everything you have to do is to make yourself attractive, so you can attract them, and they will come to you

The best advice I could give is let him know you're interested. I don't mean come right out and tell him, but try to make it obvious. Give him a LOT of hints, because guys can be amazingly dense. If he knows that you're into him, he'll likely be more interested in you and more likely to do something about it.
