10 micron. As micron is a measure of how big the holes in the filter are, the smaller the hole the greater the filtration. Hence 10 is smaller than 15.

In terms of removing more particles, the ten micron filter is better. See reference 1.

In terms of other capabilities (i.e., how MUCH stuff a filter element can take out before air flow declines appreciably), there is no good way to judge without more information. All other things being equal, a flat filter has less surface area than a pleated filter, and will fill up faster. That kind of thing.

it depends on what you mean by greatest filtering capabilities

the 10 micron will catch smaller particles (thats what the micron designation means)

but the 15 micron filter will probably filter more material before plugging and have a higher filter rate

then number indicates the smallest size of items that will be filtered out.
