I have some suggestions. They are, by no means, the absolute correct answers, just possibilities that lean towards greater success.
Your heart wants him to be romantic when he talks to you. A good way to let him know this is to speak romantically to him yourself. Give it time and let him learn at an unpressured pace. When he does speak romantically, let him know how much you remembered those romatic words long after he spoke them. Now, if you do not hear exactly what you dream of hearing, do not be too anxious. Always focus on the other good points he has. Appreciate the whole person. After much time passes, he will either become more romantic or he may not.
The important thing here is not whether he does it or not, okay? The most important thing is that you feel loved and respected overall. Accept the person he is, always (even if that means you do accept him but you have to break his heart and find happiness elsewhere). YOU must be happy with your relationship. It is also okay to tell him how much romance means to you in the way in which you describe. Most of all, never just expect him to know what you want. You should not be upset if you never tell him, as this is unfair to him. I think enjoy the moments you have together is what you should focus on.
My boyfriend knew from the beginning of our relationship that I expected him to telephone me everyday at least once. One time he did forget and I told him I was sad about it. It was not a big deal, I just let him know, and he has never forgotten again in 7 months. Since then, he additionally sends me text messages on my cellphone and emails, and he does this volutarily. He knows I love it! Sometimes the messages are only one sentence long, but that's all it takes to make me happy.
I understand that little things do mean a lot. Relationships take time to bloom. Remember to think the best of him and ask yourself if you communicated enough. It's good to look for solutions, so, that's great that you asked for a little advice!
Lastly, being a positive, encouraging girlfriend will help him be the best boyfriend he can be.There is a positive way and a negative way to say the same thing in most cases. When you describe what you need, saying that it makes you happy when he speaks romantically is positive; saying that you're disappointed when he doesn't say romantic things is negative. In other words, being tactful is the way to go, yes?!

Hun, you cannot force any man to have his attention on you 24/7. Everybody needs time to his/her self. Also communication is a key to a great relationship. Tell him how you feel, ask why he isn't chatting with you...Perhaps there isn't anything wrong at all and you are overreacting. Anyway, good luck!!
