Doesn't sound like alpha posturing at least not by lying down. It's one way of introducing themselves. Was your dog previously trained to sit or lie down when meeting strange dogs? I make my German shepherd lie down when initially meeting new dogs. It saves us a lot of trouble.

He may be in a protection mode for you. When he sees the other dog will not hurt you he investigates to see who they are and I do not see anything wrong. Just make sure your dogs shots are up to date. It would also help to carry a copy of the certifcate with you just in case there would be any accident.

they are getting to know each others sent so they will feel more comfortable next time when seeing each other
not only that but it is important for your dog to be there with you while this is happening so he is aware of the fact that he does indeed have a familar sent and doesnt react badly to all the attention
