Root beer floats (or offer several flavors of soda and/or ice cream combinations-Mmmm Black Cows!)are very popular at festivals around here, you have to wait in line forever! Would that conflict with your no soda rule?
Sweet things may not a good idea however if it is an outdoor event where lots of bees are present.

Potato salad, macaroni salad, (all in premeasured containers - buy in bulk and just put them in little containers) pizza, cookies made with bits of girl scout cookies in them (ie a chocolate chip cookie recipe, but instead of chocolate chips an equal amount of broken up thin mints (tiny pieces) or your favorite type of girl scout cookies. Corn dogs (different than hot dogs), kebabs, popcorn, kettle corn, pretzels (the big ones, and you could have cheese, and mustard, icing and other toppings.). Just be sure that all the food is portable, ppl hate having to stay in one place to eat at a festival, they want to go look around. You could also offer something free if they order a certain price value of food, like a free cookie with a meal, or something to drink. Of course with that you want to make sure you aren't losing money.
You could sell juices and bottled water (you didn't say if you couldn't sell beverages you just said sodas).

Fudge brownies and Lemon bars.
Lemon Bars
INGREDIENTS:
2 sticks (8 ounces) butter
2 cups flour
1/2 cup confectioners' sugar
4 beaten eggs
2 cups sugar
4 tablespoons flour
1/4 cup lemon juice
1 tablespoon finely grated lemon peel
sifted confectioners' sugar
PREPARATION:
Heat oven to 325°. Blend butter, 2 cups flour and 1/2 cup confectioners' sugar. Pat into ungreased 13x9x2-inch pan. Bake for 18 to 20 minutes. For filling, blend together eggs, sugar, 4 tablespoons flour, lemon juice, and lemon peel.
Pour over first layer. Return to oven and bake at 325° for 20 minutes. Loosen around edges, cut into bars and sift confectioners' sugar over the top while warm.

sell elephant ears. those are so good, with brown sugar and powdered sugar on top. So good. Or you could sell fried candy bars. I saw them on a food network show one time. they looked pretty good. they would have to be, anything mixing candy and fried food is good.
