No matter how many times I take him out or we go for walks, no matter how many times he DOES make a successful trip outside, no matter how many times I praise my little guy, he inevitably finds a corner or empty bathroom to leave me a "package". Any suggestions, helpful hints or advise? I am a first time dog owner and have read everything I could find about the subject...nothing seems to be working. Will he out grow it or am I out of luck?

4-months is still a young pup. He doesn't have a large bladder yet and will get better with your diligence. You may want to stop giving him water after 6 o'clock at night to help take the strain off him. My pup drinks constantly and that is part of the reasons for the accidents. Also, try crating the pup when you aren't home or able to watch him. He may still have a few accidents in the crate, but they will be in a controllable area. And as he grows, he will not want to pee where he can't avoid standing in it. And i strongly believe in using a raised voice to show your displeasure with his spills. He loves you and will want to please you. My first Brittany didn't become fully housetrained until around 9 months.

Since you use the word "package" it sounds like you are having trouble with fecal elimination, but not with urination.
Walking and eating stimulate sthe bowels. Check with the vet on the puppy's eating schedule, but at 4 months, it need not be a frequent as it once was.
If outside and he is about to eliminate, use a command word like "business", or "hurry up" Pick something and be consistent. Say the word just as he is eliminating, then praise, praise. Soon he will connect the word and elimination, so that you can say it, and it will put him in the mood to go. That way, you will ensure that each walk was "successful", and no more "dry runs."
Different dog foods have different amounts of bulk in them. Check your pet specialty store or ask your vet about one that has less bulk and thus less elimination. If the food has too much bulk, as a growing puppy he may have to eat so much to get enough nutritrition that he just has too much bowel matter to vacuate. This may not be his problem, but you ought to give him every advantage you can.
Crating is a great technique. Until you get him "broke" no free run of the house. If he is inside, he is on leash so he cannot get out of your sight, or he is in his crate.
Because to use pet odor eliminator on the spots he has used. Otherwise he will smell the scent from before, and the scent will trigger his bowels, and he will do it again.

Terriers can be stubborn. I've had Yorkshire Terriers for many years and love them. What you should do is when the dog makes outside, praise him and give him a little treat. When makes inside, to not give the treat. Sometimes it helps to pickup the "package" and put it outside for him to see. Worst case, you can get a small cage or crate and keep him in it. He will not want to continually make where he lives. Good luck!

Never let the puppy out of sight. Give him a treat outside as soon as he's done doing his business, don't wait until you get inside. About 4 months is when a pup can start holding it a little longer.

When training a puppy, it is important that you don't clean up your pup's 'presents' in front of him, because then he will get the impression that whenever he made a mess in the house, you will be around to clean it up. If you catch him making a mess, take him outside immediately, and if he continues to go outside then give him a treat. Get into the habit of taking him out at regular intervals so that he learns to hold his bowels until it is time to go out.

i always used weepads for dogs..it trains them to potty on them and everyday discard one and when ur left with one weepad,keep putting it closer to the door everytime they go move it closer to your door until your weepad is outside and then they should get the smell of the grass and start going outside then.....if that doesnt work i would start using a cage crate cause terriers can be very bullheaded....good luck
