Open up the photo you'll be editing. Hit L on you keyboard. This will select the Lasso tool. Make sure that Anti-alias is selected from the tool options bar, and you may want to add a 1 or 2 pixel feather.

Now, take the lasso tool and do a rough sketch around your hair. You don't have to be 100% accurate for this first run.

Once you have a general grab of your hair, use the ALT and SHIFT keys to either add to your hair selection, or subtract away from.

Once you feel comfortable with the portion of your hair you have selected, select Image -> Adjustments ->Color Balance...(or hit CTRL+B on your keyboard).

Play with the different sliders to adjust the shade and color of your hair to whatever you'd like.

Well you need to use a mask to delimit what color you need to change.

Then you need to change the tint of the selected area.
