maybe you are misinterpreting what you are seeing, they might be daydreaming or dazing off. Often people don't realize their bodily actions when in travel mode, especially passengers who don't have to worry about the road. And drivers who are trying to asses the next actions of another driver on the road, for instance if your at a "right turn on red" stop light you would look at the driver who may have the right of way left turn to see if they are watching for the light to change.
and don't forget the people who are driving flashy cars or attention getting license plates, they get stares and forget that the attention is coming from the vehicle. I can remember the first time PT cruisers came out I rented one for a week, and every one and their mother was trying to get a look at the driver. A reaction I was not quite prepared for so it certainly felt weird.

I have a very beautiful daughter & when we go somewhere together guys always stare in our car when we're at a light. When she was younger it bothered me....now I don't pay much attention.
Sometimes even females look. LOL

It's not rude.
I wish more people would be more cognizant of their surroundings...even at traffic lights.
Who knows, the person riding in the vehicle next to you could be a mad-dog killer!
So...stop being offended over this matter.
Get a grip and find something else to be mad about!

I also think that it is rude but I do it sometimes too. People just get bored. Thank you for pointing that out. I will try to quit doing that now.

Spit your morning Starbucks Latte foam out through your mouth and grin at them like you're possessed by satan while revving your engine and rocking back an forth in your seat... That usually does the trick..

We all like to look at the monkey in the cage next to ours, and besides if you don't like being looked at, I would suggest staying home. Because if you go out into the world, people will look at you.

people get bored at stoplights, and people watching is always interesting, it can also be fun to look around and see if there's anyone you know (I live in a small town)

It happens by accident. People are daydreaming, their minds are wandering and their eyes follow.
