Do they depend on each other? is it possible for strategy implmentation to occur first?

You can not have one without the other. First you need a fromation streategy plan, in whcih you create based on who will deliver services, when, where, frequency, etc. Then you implement plan. However,after monitoring and taking documentation, then you may have to modify the implementation If this works, you then re-write the formation plan.

You have to have a strategy before you can implement it. However, for a stand-up instructor, being able to think on your feet means there can be an almost imperceptible delay between forming the strategy and implementing it. Some of my most rewarding times in front of a class came about when I had to do this, such as when a class of gifted kids blew through my three days' worth of lesson plan in 20 minutes.

For instructional design purposes (particularly for courseware but it works in live instruction too), I used to say that "objectives plus assessment equals strategy." What that means: if you take the time to nail down your instructional objectives and then to think carefully how you're going to assess whether your learners will have met them, you're 90% of the way there, at least, on your strategy.

For example, let's say that the objective of a module is to teach a user of Microsoft Word how to open a file. The way you'd assess this is to see whether the student could successfully open a particular file. So to teach this, you'd have to take them through the task of clicking the File menu, selecting Open, navigating through the file browser, and double-clicking on the file you wanted them to open. And you'd assess this in almost exactly the same way.

To recap, then:

- Know what you want them to learn
- Know how you'll know they learned it
- Do what supports that
