You should go to a canine allergy specialist and get him tested to find out exacty what he's allergic to, so you can avoid the cause. It can be fleas, wheat, wool carpets, etc, etc.
Don't let your vet keep trying random medications in the hopes of finding relief. Bichons are often prone to allergies and it can make their lives miserable.

Your poor wee dog; he must be feeling miserable. Since your vet. has not solved the problem, it's time to get a second opinion. Has he had skin samples (it's would just be a little scrape of skin) taken and examined under a microscope? Allergies usually do respond to anti-allergy treatment, so maybe he doesn't have allergies. Skin complaints, such as psoriasis, can occur in spots and look like an allergy. Psoriasis, eczema, etc. won't respond to allergy medications. Alternatively, he might have some kind of mite or parasite under his skin. So, please be sure that your are getting an accurate diagnosis. Just because Bichons are prone to allergies doesn't mean that your dog has allergies.
Do take your dog to an animal skin specialist--that vet. will also check for allergies--and get him skin tests for various conditions and allergies. Do you know a Bichon breeder who shows his/her dogs? A top breeder probably can tell you which vet to use. Good luck.

Our large male shepherd went through this for a couple years and the vet kept trying several different meds and treatments for him. We finally took him to a different vet and as soon as he saw him he said that he should have been to the dermatologist a long time ago. We took him and got all of his infections cleared up and finally got his allergy test done. Well come to find out he is allergic to everything in the world except food. He now gets an allergy shot once a week which we do at home and he is much better with an outbreak occasionally. He will never be cured but is much better and happier now. I will warn you though it is not cheap but well worth it

I recommend having him allergy tested so that you can determine what exactly he is allergic to. After that, it should be easier to avoid the things that are irritating him. Good Luck
