You have to wait until you have the financial information from the prior year to apply...most FAFSA applications are sent in after the W2's ahve been mailed out and the taxes have been prepared.
Unless you are planning on going to college during your junior year of highschool you cannot apply for financial aid at this time.
Say you are goingto college in the Fall of 2009 then you need to apply using the financial information from 2008.

The FAFSA, as several others have pointed out, is a yearly thing. I would recommend filling it out when you reach your second semester (January) as a senior in high school. So don't worry, you've got time!
You need your tax info (W2s and stuff) for yourself and your parents (you must have your parents info if you are under 25), so the sooner you get it all that year, the better, and fill out the FAFSA.
You don't need to be accepted to a school, however. You just need to put down what schools you've applied to. (Where this info should be sent) The second time around, you will fill out a "renewal FAFSA" in which you put in the new tax info for that year.
After your school gets your FAFSA, you get a financial aid package, where they estimate the cost of attending (tuition, living expenses, books,etc) and then estimate your EFC (estimated family contribution). Anything after that, you may get grants or loans, based on your need. Grants are federally or state funded and do not need to be paid back. Loans can be through the gov't or private agencies and must be paid back starting 6 months after you graduate from college.

You have to apply for it every year that you attend college, it is not a one time thing. You must be already accepted into a college and into a degree program before you are approved. You can only apply for the current year so if you are graduating high school in may and plan to attend college the following fall, apply for the fafsa when you graduate, this will give you plenty of time to apply for the college and get all your paperwork in order. It is not necessary to do it far in advance, but if you wait until the last minute, your funds will be delayed.

You need to start that FAFSA Application process in the Fall Semester of your High School Senior Year (about Nov-Dec timeframe). That is when the FAFSA is open for the next school year, and when you have to prepare and submit your financial information for the determination.
CONGRATULATIONS for having enough common sense and intelligence to realize you need to do this form for College Financial Aid -- and being willing to learn about it in ADVANCE of your Senior Year of High School.
